Why Gujarat does not have same prizes? Are we not a citizen of India?

There is totally unfair by central government to Gujarat government. In Bombay 31Rs/kg, Delhi 30 Rs/kg but in Gujarat 41 Rs/kg. Why Gujarat does not have same prizes? Are we not a citizen of India?
